A proposal on broadening Colombia’s National Carbon Tax’s scope in the light of the Law of the World Trade Organization

Climate change is an essential topic in the contemporary spotlight, and several countries have made efforts to handle it through their international commitments such as the Paris Agreement, which sets an actual baseline that has to be respected to avoid irreparable damage. Carbon taxes came into the picture as plausible tools in the fight against climate change aiming at reducing the production of greenhouse emissions. However, it is necessary to examine such measures under the light of the law of the World Trade Organization to avoid trade concerns or claims by any Member of said organization. Colombia has issued a carbon tax that charges the sale and importation of certain fossil fuels; yet, we believe that the level of protection could be superior by levying the manufacturing industry. Thus, the drafters of such measure must tread carefully on the implications that it may have on the competitive position of foreign products that could be under the scope of the tax to avoid a violation of the notions of discrimination or the imposition of unnecessary restrictions protected through the National Treatment principle enshrined in the GATT. On the other hand, the World Trade Organization allows the justification of an inconsistent measure through the general exceptions enshrined in GATT Article XX. This provision will cover these measures provided that they are not applied as a means of an unjustifiable or arbitrary discrimination or a disguised restriction on international trade. In this research, it will be ascertained how would extended carbon taxes be compatible with the cited rules.El cambio climático es, posiblemente, el tema principal en la luz pública, y varios países han empleado esfuerzos para mantenerlo a raya por medio de sus compromisos con entes supranacionales, como el Acuerdo de Paris, que fija una meta clara en aras de evitar un perjuicio irreparable. Los impuestos al carbono han aparecido como una posible ruta para ayudar en esta lucha; no obstante, puede generar problemas con la normativa de la Organización Mundial del Comercio. Capturing Hands in Action using Discriminative Salient Points and Physics Simulation

Hand motion capture is a popular research field, recently gaining more attention due to the ubiquity of RGB-D sensors. However, even most recent approaches focus on the case of a single isolated hand. In this work, we focus on hands that interact with other hands or objects and present a framework that successfully captures motion in such interaction scenarios for both rigid and articulated objects. Our framework combines a generative model with discriminatively trained salient points to achieve a low tracking error and with collision detection and physics simulation to achieve physically plausible estimates even in case of occlusions and missing visual data. Since all components are unified in a single objective function which is almost everywhere differentiable, it can be optimized with standard optimization techniques. Our approach works for monocular RGB-D sequences as well as setups with multiple synchronized RGB cameras. Diseño de un sistema de apertura y cierre para la válvula de 6” para control del nivel del tanque de almacenamiento en la estación de bombeo de agua potable del barrio Robertulio Lora de las empresas municipales de Cartago S.A E.S.P.

¿Se puede realizar un diseño de automatización parcial para la apertura y cierre de la válvula de alimentación del tanque de almacenamiento de la estación de bombeo Robertulio? La implementación de un sistema de control para la apertura y cierre de esta válvula es de suma importancia para la empresa no solo por la implementación de TIC en las operaciones realizadas por esta, sino que representa un beneficio económico de gran cuantía, pues actualmente se está utilizando una válvula de compuerta como una válvula reguladora de caudal de acuerdo a la necesidad del sistema, el uso inadecuado de esta válvula conlleva a que su vida útil se acorte o sufra daños significativos siendo necesaria la parada del sistema completo para realizar el mantenimiento o cambio de esta de ser necesario, ya que esta al estar en una posición intermedia se genera una palanca en el vástago que puede llegar a deformarlo, dejando la válvula inoperativa, lo que conlleva a que la empresa deba invertir con mayor frecuencia en el mantenimiento, repuestos y de ser necesario reemplazo de esta ; A su vez la cantidad de horas extras que la empresa debe remunerar al operario a cargo de esta estación de bombeo, pues este debe estar atento 24/7 de los niveles del tanque de suministro y así realizar la apertura parcial de la válvula; A todo lo anterior se suma que dado el caso que el operario a cargo de la estación no cuente con la experiencia adecuada puede ocasionar reboses en el tanque, reboses que significan perdida de agua ya tratada lista para su distribución y consumo. Por lo mencionado y contando con el espacio en la estación se considera pertinente el sistema de control mencionado para la válvula.Is it possible to design a partial automation system for the opening and closing of the feed valve of the storage tank of the Robertulio pumping station? Does helimulching after severe wildfire affect soil fungal diversity and community composition in a Mediterranean ecosystem?

Producción CientíficaStraw helimulching was applied to an area with a high soil erosion risk one month after the Navalacruz megafire (Iberian Central System, Ávila, Spain) to mitigate soil erosion and to maintain soil quality. To determine whether the soil fungal community, which is key to soil and vegetation recovery after fire, is altered by straw mulching, we examined the effect of helimulching one year after its application. Three hillside zones were chosen with two treatments in each zone (mulched and non-mulched plots), with three replicates of each treatment. Chemical and genomic DNA analyses of soil samples from mulched and non-mulched plots were performed to assess the soil characteristics and the soil fungal community composition and abundance. The total fungal operational taxonomic unit richness and abundance did not differ between treatments. However, there was an increase in the richness of litter saprotrophs, plant pathogens and wood saprotrophs associated with the application of straw mulch. The total fungal composition of mulched and non-mulched plots differed significantly. Fungal composition at the phylum level correlated with the soil potassium content and marginally with the pH and phosphorus content. The application of mulch promoted the dominance of saprotrophic functional groups. Fungal composition according to guilds was also significantly different between treatments. Epithelial downgrowth leading to graft rejection after penetrating keratoplasty

Publisher Copyright: © The Author(s) 2022.Purpose: To report a case of epithelial downgrowth after penetrating keratoplasty. Case description: A 58-year-old man presented with graft rejection in his three-month-old, repeat penetrating keratoplasty. Examination revealed centripetal opacification of the posterior cornea due to deep epithelization. He had new retro-corneal membranes and anterior uveitis. Specular microscopy and anterior segment optical coherence tomography were performed, and a clinical diagnosis of epithelial downgrowth was made. The patient had intracameral injections with 5-fluorouracil (5FU) and achieved resolution of intraocular findings after treatment. Conclusions: Epithelial downgrowth is an uncommon complication of penetrating keratoplasty. It affects the patients’ visual acuity and graft survival. Clinical observation is preferred in severe cases due to the high risk of intraocular damage; intracameral 5FU promises to be a good option in these cases.Peer reviewe

Diseño de un Sistema de Gestión en Seguridad y Salud en el Trabajo para la empresa Sociedad Sio2, bajo los estándares de la Resolución 0312 de 2019

Esta propuesta de investigación se desarrolla con el objetivo de diseñar un sistema de gestión en seguridad y salud en el trabajo para la empresa SOCIEDAD SIO2, bajo los parámetros de la resolución 0312 de 2019 que define estándares mínimos de la SG-SST, con el fin de cumplir con los requisitos legales, aplicables a la organización, prevenir y reducir el riesgo de accidentes en la empresa. Para dar cumplimiento a lo anterior, inicialmente se realizará un diagnóstico para identificar el estado actual de la empresa en base a los requisitos que establece la normativa teniendo en cuenta las condiciones de la organización, tales como: tamaño de la empresa, número de empleados, actividad económica, nivel de riesgo, entre otros, como segunda instancia, el desarrollo de la matriz de riesgos y peligros de acuerdo a cada función dentro de la organización, esto con el fin de determinar las actividades de prevención, control y mitigación de riesgos. Sistema web para la mejora del rendimiento académico en la Asociación Educativa San Francisco de Asís Ovalo Bolognesi N°0674

Este trabajo de investigación abarca el análisis, diseño, desarrollo de un aplicativo web para la mejora del rendimiento académico en la Asociación Educativa San Francisco de Asís Ovalo Bolognesi N°0674. El tipo de diseño de investigación fue aplicado y su diseño preexperimental ya que se resolvió un problema a través de la realización de un software. Así mismo, su objetivo fue determinar la influencia del Sistema Web para la mejora del rendimiento académico en la Asociación Educativa San Francisco De Asís Ovalo Bolognesi N°0674. Como marco de trabajo se usó la metodología SCRUM, ya que esta fue seleccionada en la validez de expertos. También se utilizó el leguaje Php, el framework Laravel y Vue.js, para la base de datos se empleó Mysql. De igual manera, para el indicador porcentaje de aprobados su población fue de 35 estudiantes al igual que el indicador porcentaje de cumplimiento. Además, se realizó la prueba de normalidad a través de Shapiro-Wilk ya que la muestra fue menor a 50 y luego se empleó la prueba de rangos de Wilcoxon ya que no tenía una distribución normal en sus datos. Se obtuvieron como resultado que existió una mejora en los indicadores de porcentaje de aprobados y porcentaje de cumplimiento. En el primer indicador en su pre test obtuvo 55.6% y en el post test 99.42%. En el segundo indicador en su pre test tuvo 39.13% y en el post test 97.52%. Finalmente, se concluyó que el sistema web influyó en la mejora del rendimiento académico de la Asociación Educativa San Francisco de Asís Ovalo Bolognesi N°0674
